Fault with Landrover Discovery 4 Handbrakes

My father has a Landrover Discovery 4 which is 4 years old, under 100 00km. In the first week of Jan, he reported that his handbrake had failed in December. How does a handbrake fail on a 4 Wheel Drive vehicle that is used 90% of the time for town driving? Surely this is a design fault and should necessitate a recall? A Landrover Agent in Cape Town indicated that he had heard of many such instances and tells drivers of the 4 series not to use the handbrake! My father reported this to Landrover Midrand in first week of January. Eventually they asked for the vehicle on Monday 23 March and since then, Landrover South Africa are still waiting for more information. The problem for him while we wait, is he has no car! With no indication as to when and how the problem can be resolved.
