CMH LAND ROVER MENLYN PROMISES AND LIES

I purchased a used Toyota Fortuner from Land rover Menlyn and was promised a new windscreen and the licensing and registration be paid. The vehicle was bought in June 2013 and after numerous communications with the dealer, today (08.05.2015) the dealer principle tells me they cannot honor their promise. i thought buying a vehicle from a dealer is safer than a private deal but it seems i was wrong, they are ****** as well. The dealer wants proof that they have not paid me for registering and licensing the vehicle. As for the windscreen, the dealer principle himself emails me stating the claim was not put in within six months. That was not a claim, the salesman promised to replace the windscreen. I have it on email which was sent to the dealer principle but he says that he cannot approve any payments. Is this a cheap way to get customers ie. promise them stuff and when the time comes to pay you back out.
