Theft or poor service?

A Suunto watch strap was ordered on 20 February from there internet site and payment was made the same date. It is now 18 March and I still have not received any goods. Tian van Heerden confirmed that they do not use the post office for deliveries. I have followed it up but receive no reply. Are this considered as internet theft or just poor service?
