NO CONNECTION/ LINE LOW AND BAD SERVICE

I am having endless problems with my 5MB line dropping to 0.8 on download and the upload to 0.2, but this is just the beginning as for the past 3 months that I am with ISP my line get disconnected on a daily basis. I have phoned more than 26 times in week and have send e-mails, but still I am having this problem. Now as I phone in you get the best of the best excuses that a person can think of why this is happening on a daily basis, they must really think a person is a infant!? My last conversation I had the phoned was dropped in my ear! How ****** rood is this to a customer!!! This will be the last time I will be using or ever want to hear about ISP!!! They are really the worst of the worst!!!!!!! WATCH OUT PEOPLE, WATCH OUT!!!!!!
