Waiting for my hr certificate

I did a course threw them for hr I paid my studies in full in August they told me it would take 8weeks an I would recieve my certificate I called yesterday to find out what's happening the guy told me they never ever printed my certificate he doesn't know what's the hold up but he would send a email for a academic report in the mean time .. he never ever sent it an I'm still waiting there service is poor an disgusting how can I pay my studies in full and still be waiting for my certificate that ain't fair at all they never even called or emailed me to say what the problem was or even send a tracking number i would never study threw them again
