Not so out of the ordinary

Investec declined me due to my record, of over a year old, being bad - but no consideration is given to the fact that I settled all my debt within a year, have been up to date with all my commitments for the past year, have no debt now other than my car and that own a property - on which I don't owe anything.

Now I must wait another 2-3 years before being considered, How can this possibly be "out of the ordinary"
