Account Closure Challenge

I had requested for my account to be closed. I was requested to pay a settlement amount. The private banker went on leave and did not close my account. Once the banker came back from leave the same account had accumulated more fees and I am required to settle the fee. That seems like an unfair request for me. May I understand why I need to pay another settlement fee?
