I cancelled my move but Intertrans still have NOT refunded for months now

I cancelled my move but Intertrans still have NOT refunded for months now even though I did receive email correspondence stating the refund will be made months ago. no where on their pamphlet, invoice and quote does it state anything about no refunds nor penalties. when i queried about the discount for presenting the pamphlet they simply stated that I was given the discount but they change their rates according to the "time of the month".... literally.
