700 pounds Theft Inter Africa Pavilion! No CCTV!

(Total pounds = X)I Went to exchange X pounds to South African Rands at Inter Africa Bureau de Change in Pavilion, Durban on the 28/04/2016 at 11:30am. I had exchanged money twice from the same place before without any issues, but this time I was shocked. I had counted the full amount and was sure I had X pounds in the envelope. There were 2 ladies at the counters (Indian and Black ladies). I went to the Indian lady, asked her the rate and told her the amount I have. I agreed on the rate and gave her the envelope. I turned around to talk to my parents sitting on the chairs behind me and in between I noticed that her colleague went out. The Indian lady tells me that there is only (X-700) pounds. My parents and I were shocked. The lady began counting in front of us now and counted (X-700). Her colleague was back by then but never say a word. My parents and I were sure we had X pounds in that envelope. We asked the Indian lady whether any money fell on the floor as we were sure we gave X pounds. She said that there was only (X-700) pounds, we converted those and went out that place. My parents and I discussed and was sure there was something fishy. We went back in and asked the Indian lady again, and she got angry and counted money again and slammed the calculator. We asked for the manager, at first she said she is the manager and then we asked for the person she reports to. She contacted the 'manager' and said he will come in an hour time. We waited. We asked about the cameras and she claimed THERE WERE NO CCTV CAMERAS! How can a place that deals with money on daily basis not have CCTV cameras!!! The manager came after an hour and he searched the counter, the bin and the room she was in but nothing found. Note that they did not search the Indian and black lady. We asked why no cameras, to which the Manager said there were in the process of installing the cameras as the place was new. But I had been to the same place about 3 months ago so the place is not new and cameras should have been the first thing to be installed! We left and logged a case with the police as 700 pounds is not a small amount! We strongly feel the ladies pre-planned this and the Indian lady must have taken the 700 pounds while I was talking to my parents and gave it to the black lady who then left the premises and must have kept that money somewhere else so that if we search then the place no money would be found. We are hoping the police resolves this issue ASAP. Disappointed by this whole event! NO CCTV Cameras!
