Terrible service! Go back on their words

Previously I was told I can upgrade my contract in October. Now when I call to upgrade I am told I can do it in November. I have a email stating I can upgrade in October. This is unacceptable. Apparently their policies changed and us clients were not informed. Is this how they conduct business. *********
