Phone was never recieved but money deducted

I recently app**** for a second contract- they very gladly deducted the fee required for the application and I was told my phone will be delivered...I kept calling and following on the progress of the phone and was constantly told that they don't have a turn around time for the phone to be delivered...three weeks later with no update I sent an email to cancel. .they canceled my application and kept my money...when you call to follow up on the refund they transfer you until the call eventually cuts but they will very gladly call you every day to offer you a contract...I want my money and will not stop till I get it back even if it means I need to go to every single social media platform until I get heard
