misrepresentation of activation charge for shipment.

I was contacted by your advisor and offered a deal on a cubot note 20 for R330 pm. I asked the advisor about the activation charge of R149, will the device be despatched before the activation charge goes off on my account. I was told yes clearly and I received a texted saying that I have submitted all documents and the device will only ship after the activation charge is paid. I also received an email stating there is no stock of the device. So what is it no stock or awaiting payment?
