Making making off blacklisted clients

Did an application for a new contract, received an email stating I have been declined but they still deducted R149 from my bank account even after being declined. Have never heard of a cellphone company that deducted that even if you are declined. That's an amount that gets paid after you have the phone physically in your hand. Then also the staff that just hangs the phone up in your ear while you are still talking to them.
