Indrivers don't fill fuel!

This morning I booked an indriver to go to work. The driver stopped down the road and I called to say come up, as I could clearly see him. I noticed him not moving, so I called again. He says that his fuel gage won't allow him up the hill. After 10 minutes of trying to move the car I see him take a bottle and run to the garage. I had to book bolt as I needed to get to work. I then get a notification on the app saying a driver complained I didn't cancel the trip....and this is the second time that I've been in an indriver vehicle which had a fuel issue. I had to book a bolt on a high way the last time. How does a driver, not fill fuel!!! During peak time
