waiting for the service book and spare key

I bought a car from Manfred, there was no service book but i was promised the car was serviced a week prior to me purchasing the vehicle. I was told I needed to wait 3 days for a service book as it had to be ordered. I am also still waiting for the spare key. I emailed Manfred as 3 days is up but he ignores my emails!! I am also not sure how the car passed the roadworthy test as the front wheels are in a shocking condition. I now will have to replace it as I cannot drive like that with cracked tyres. When am I going to get the service book and STAMPED to say the car was serviced as I was told??? Seems as if they are only interested in your money and once the sale is done you are nothing. I want proof that the car was serviced as it is making a whistling noise when I push he petrol and this is only 7 days after I collected the car at Imperial. I am going to take this further.
