Selling a car without doing licensing.

I bought a second hand Nissan mp200 on the 12 Dec 2014. I took delivery of this vehicle on the day. When I asked them about the license disc and they told me that it will be done in January. I went on the 7 January and then I was told its not ready yet. I was waiting until the 6 Feb and then I took them proof of residence. Then I was asked to take the vehicle to them for road worthy. When we took the vehicle it failed due to a tyre that is worn down. I was then told its my problem to replace it before I can get my license disc. I was charged the license fees by them as this vehicle is financed by wesbank.
