Misleading/Decieving advertising

The Sales Manager, Martin Van Staden has refused to sell a car to me after I spotted a vehicle that I loved. He says that I must pay a price higher than the price advertised. As a South African I am allowed to purchase at any place not refused because of the colour of their skin. The price advertised should be the price at which the vehicle is sold to me. I wanted to buy this car cash by Van Staden with sheer arrogance refused to let me pay for a car he has advertised.
