Holding deposit & licensing fees NOT yet refunded 8 months after purchase of vehicle

I brought a Cherry Tiggo vehicle from Imperial Select Mutli Franchise in Midrand during March 2017. I had to pay a holding deposit which was supposedly refundable within 30 days after the finalization of the purchase. It is now nearly 8 months later and despite various reminders and e-mails such holding deposit is not refunded yet. The position is the same with reference to the refunding of the licensing fees. Proof of payment of both the holding deposit as well as the licensing of the vehicle were forwarded by e-mail on various occasions but to no avail. One of the excuses were that the Midrand branch has relocated and that the paper work was in shambles and that the refund would take place as soon as the paperwork at the branch has been sorted out.
