Car registration papers

On the end of November 2015 I bought a car from kia they promised that they would courier the cars registration to me, according to the contract all the car registration and necessary papers are included.Well up to date after many phone calls on my side I am yet to get them. I eventually got hold of the person helping me and he said that they could not do it in Durban and it had to be done in Pretoria. I have emailed the manager to attend to this matter. I had to phone after them to get info of the progress. Despite all efforts, it felt like I was on a lost case, I went to do everything by myself which costed me my valued time and money at different authorities to get the necessary documentation. I feel that they do not uphold their policy regarding the service the dealership is promising.
