Student failed because of one task not handed in

I might be jumping the gun but this is important as I cannot understand the logic behind this.

My nephew got a report card and on the report card it states that he passed. However, according to Impaq he failed and now cannot enroll for Grd 11. Their reasoning behind this is because he did not complete on 'PAT' for Hospitality.

I am sorry, but if he perhaps failed two or three subjects I can understand this, but how does a individual fail an ENTIRE YEAR based on one 'task' which wasnt completed? He even passed the above mentioned subject on his report card so I am baffled?

I am hoping you can resolve this?
