unexplainble bill

Robbins Place in Equestria. Impact Meter took over the administration for water and sanitation from November 2015. They inherited meter readings from the previous supplier of which they dnt have proofs of such. Recently they sent statements with additional charges claiming rates were calculated wrongly for Septemeber and October water bill. Total is R2000.00. They need to prove the usage of this amount for 3 months. Seemingly they bill owners for water usage when the house is built. They simple cannot come forth and produce evidence. Nonsense!
