Ridiculously overcharged

I am not happy with Impact services and rates at all. I stay by myself in Mooikloof ridge and I am at work half of the day and out on weekends. My account no: 344268. I hardly cook and yet my average water and electricity bill ranges between R700 to R1060 a month. I have done my research on the units that are within my complex and who consist average family of 3 to 4. Where one member is home the whole day. These families cook almost everyday a week and their bill is 30% to 50% lower than mine. I have written emails to impact meters complaining about these rates and their respond is that I need to pay a testing fee of R2050 non-refundable or a R640 for a special reading...What are the odds that will find themselves faulty?Then I would have lost so much money on top of what I am paying already.This is not acceptable!
