Irregular charges

My utilities billing/invoices are unrealistic. I have been complaining but the staff members are even too rude to take our concerns. On top of this irregular/unrealistic billing this month I was imposed an additional deposit charge of R1200 without any prior notice. My water invoice for just one month is R2200
