Incompent Staff at Impact Meters

On the 16th of September, I went to Impact Meters in Centurion to open water and electricity account, I completed the forms, I was told to pay R1650, and I asked if it is possible to open a prepaid account, the lady who assisted me gave me forms again to complete and she told me to pay another R600 for prepaid form, I didn't have the R600 so I left. On the 19th of September I went back to submit prepaid forms, the same lady told me if I had done all of that on the 16th I would have saved money, I would have paid only R1350, which left me confused because I had more than R1350, on the 16th. So I had to pay again this ridiculously high tarrifs. I feel she was not fair on me because she knows better, she should have advised me accordingly.
