IMPACT METER - THEY ARE A BUNCH OF *******

A Bunch Of *****'s, this is what they are. Account Number 399533. When I asked to have my services to be disconnected as my lease was expiring, they ensured that i dont get my Deposit and the explaining i got was totally ridiculous. From paying an amount of R2300 To 2500 monthly which i have accepted for the 11 months. But the last month when i cancelled my contract my Bill was at R4400. I need to know where can i take this further and with who can i speak, as Mr Tony D sends me such a ******* Explanation.
