Impact Meter - supervisor comment

I had to pay both deposits for conventional electricity and the prepaid meter before I could have electricity to move tom my new housing. 1 week later the prepaid was installed. Now I have to wait 4 to 6 weeks for my conventional deposit moneys (Less usage) to be paid back. THAT IS UNFAIR - WILL I GET INTEREST ON MY MONEY??
