Impact meter reading/billing

My billing meter is erroneous and has charged me about 300% of my normal tariffs and Impact Meters are refusing to assist saying that there is a picture to prove my current reading. I normally use around 500 units on average, but last months I am at 1420. I have been in the same unit for 7 years and have never used more than 700.
