Impact meter has poor service

This is probably the worst water/electricity service out there. If your rental company relies on their services you're in for the worst communication and subpar excuses for their lack of communication. Please have all your correspondence in writing and restate in an email any information shared telephonically. FIGHT! You will have to anyway.
