No clear communication on rental agent and finance department

I am experiencing the worst, moved in in April 2021,and till today am still waiting for my rental agreement, I have emailed relevant people but dololo. Worst they never even came to do the second inspection after they have partially fixed the problems I have complaint about after moving in, next thing they will say I must pay the damages that I found.Rental payment are all up to date, but I have an outstanding amount of unpaid rental that must be paid by me, the lady acknowledged that it's an error from their side, but it still need to be paid as it appears from their side statement,can't be cancelled without payment, so must pay their error😏.
