Problem with my ISP

My name is Mosiuoa Tsese, i have had a back and forth with an ISP named ICE WEB MEDIA, they are an internet service provider in my area, i became their client last year 2021 February and their service was not so great but i endured since they were just a call away, so this year january 2022 they started giving me runarounds and i was always offline till they came forward in February telling me that they have a problem but they will fix it however they are going to switch their entire network offline for 2 weeks in order to reconfigure their system i was promised i will be back online on 1 April but i haven't been online since, so earlier this week they said they will refund me but still nothing happened, can you please mediate and help me find peace on this matter, they are a local service provider but i feel they are selling lies instead of the product they promised, my contact number is +**** and their service contact +***5 number is
