Vehicle not registered after 2 months

I test drove a demo vehicle on 18 June 2015 and took delivery of the vehicle on 23 June 2015. To date, 17 August 2015, the vehicle has still not been registered in my name and my previous vehicle still registered in my name.
I was informed that this isn't a dealership problem, but that Hyundai SA Head Office is to blame as the vehicle was ordered from Head Office and who is responsible for the loss of the documentation, spare key & service booklet.
The dealership was aware of the issues from the onset of the transaction.
According to the dealership it takes 7 working days to obtain duplicate eNaTIS documents, but after 39 working days still have been unable to obtain these.
No attempt has been made to order a spare key for re-coding which was also promised.
I've contacted the sales person on various occasions with empty promises of returning my phone calls. Interaction between myself & the dealer principle yielded the same results (after 10 working days, still waiting).
My concern is if HYUNDAI SA is to blame, how will this matter be finalised if the dealer principle seems unable to assist.
Acknowledgement to Gale at the dealership for her assistance and friendliness.
