Ridiculed and taken for granted because i am black regarding cashback promised

please assist i bought a new car in February and was pomised 15K cashback , that was not done i escalated to manager and he is now ignoring my emails, i was taken for granted from day 1 and i believe the manager is doing this because i am a blck female
