license disk expired car not properly registered

i bought a i20 glide and from day one had tires that had bubbles when it was sold to me and i raised the issue i was told that the tires are fine like that and i should not worry .i told my fiance about the matter he instructed me to go back to the dealership, demand them to fit me correct tires. eventually i was sent to edenvale service centre to get tires and they fit tires not the same and that was in 18/12/2014 and i drove to capetown 20/12/2014. The lisence disk expired in 01/2015 and told him about the disk age and he said on the 23/01/2015 that i should send a proof of address of where i was living in midrand at my fiances house as well as an affidavit from fiance saying that i reside him with as well as his id copy certified.sent all the paper work 4days later day to clive and he acknowledged receipt of docs.i followed up with him feb he deniad receipt of them and later said i had sent them late. then my fiance and self called him about it together and he requested that we pay R600 to him to get me a raodworthy certificate which i did 14/03/2015 and to date i get excuses while metro has warned to impound my car and i should not use it. no disk no use of car back to taxi,Y?
