inspection approved on my vehicle after accident

Im horrified, i had an accident end Oct last year, got my vehicle back yesterday with a shock!! Took the panelbeaters almost 3 months. driver seat not working properly, light switches loose, paint job really scary and i can go on. I got my vehicle back in an unacceptable state. So now stuck with vehicle that is in a terrible and probably unsafe state. I would like to know how it was approved as my vehicle is still under maintenance plan??
