engine clearance

My car overheated on the 5dec 2015, it was send to the hyundai dealer in welkom, warranty approved a new engine which I received, the problem comes in where the dealer is unable to do the engine clearance with the traffic department due to the natis. I fail to understand how the dealership is unable to communicate with the bank to aquire the natis for the clearance yet I'm expected to drive around with the vehicle. I have been treated unfairly as I've been struggling for over 2months now. I have been sent from pillar to post and no one seems to know what they are doing. I contacted hyundai head office hoping I'd get some help, spoke to a lady called angie who promised to call me back two weeks ago and I'm still waiting.
