Dont want to refund what was promised

Waiting over a month for a refund, was told to register and license my own vehicle and I will be reimbursed, its been a month now and nothing, when following up I get told to send this statement and that, I was promised that the funds will be in my account 2 Mondays ago, when I send follow up emails I get ignored. Terrible service.
