Bad service

I bought a car at Hyundai Woodmead on the 1st of December for that R30, 000 cash back deals. I requested to paid the that money in cash. My payment was submitted and when I spoke to the dealer principal he said payment will be released on Friday 10 December then I will get the money on Monday. I have not received that payment today and when I followed up I have been told that they are still waiting approval from Regional manager but the dealer principal did not request. How can you make a commitment then failed to do your job as senior manager.
