Unprofessional Huurkor agent

Two weeks ago I contacted Huurkor to find out about leasing a flat in west park Pretoria west I was put through to a lady called Rosie Mpapu I asked if we could view the flat she said we are not allowed to until everything thing is submitted, I found this strange as all agents allow you to view before doing anything however as I was rushed to find a place I sent her all our personal documents she kept calling and emailing me with regards to this until it was approved...we were then sent an sms to pay an amount of R11500 which was all the fees. After paying we were only then allowed to view the flat..as we entered it was unkempt filthy and in a very bad state we were not happy but because we paid so much money we just signed the lease. This lady waited for us to finish sign and begins to add more fees which we were never told about through out our communication or in the sms we received. After leaving we decided the next we are being ****** as we were never told about all these extra fees so I tried to contact Rosie Mpapu to cancel everything and refund our money...she completely ignored all my attempts so we took further steps and went to the police station to get an affidavit and to the bank to investigate and refund our R11500 we believe she is stalling until the first when the lease starts. I believe Huurkor agents are so unprofessional and do things inappropriately and professionally. Till today which is almost the end of the week I am still trying to get an answer from her with regards to our money.
