Poor Service Delivery

<p>My daughter is studying at Pretoria University we found TTM accommodation under (huurkor accommodation) not far from school and we signed a contract and paid for the whole year to my surprise my daughter received an electricity bill for electricity before she even moved into the accommodation. When we want clarity no one is prepared to give answers only thing they said maybe someone is occupying the other room.since its a 3 bedroom but they will have to share the bill. Today 01 February 2017 my daughter went to the accommodation to move in the room is not ready. there was no bed or couch in the accommodation as promised before we signed a contract I need someone to assist me in this regards how do we receive an electricity bill before my daughter moved in and then the person helping me had the worst attitude I've ever been exposed ton.their not even considering the petrol I've spent to and from JHB to PTA this whole time.Please help.</p>
