Paying for something that is not mine yet

I have a serious problem. I have been sent a rates statement before I even owned the property with three months that I have to pay for. I have been sending an email explaining to them but no one has attended me to sort my problem. Honestly speaking the property belonged to the developer until the 20 December when I received the transfer letter from the attorneys.
