Huurkoor property group is failing to operate in line with the law

I'm a student who lived at a student hostel where Huurkoor was a caretaker. I lived at this residence in 2017. I submitted a form that I had received from the Huurkoor office when I was about to move out and it was accepted, in the day I wanted to move out, a lady by the name of Annelize refused to do an inspection on my room. In the beginning of 2018 I contacted Huurkoor to ask about my deposit but I was told that I'm not eligible for a deposit, because I had moved out of the residence before the expiry of the lease contract, but I was puzzled as I had submitted notice to vacate the premises in line with the CPA. After being on their case and making calls to them almost everyday and insist g that they pay me back my deposit, they paid me an amount of R464 instead of my deposit of R3715, I'm again puzzled as to how the R464 was reached from R3715 as I had left the unit in order and they had refused to inspect my room. The rental housing act states that refusal to inspect a property by a landlord is taken as the property being inspected and in order. Huurkoor is hell-bent on *******ly taking money from its tenants, especially students, and not operating in terms of the law. It's the worst property agency I have used.
