Bad handling for Staff error

On the 05/03/2017 i went to the Eastgate Shopping Centre Hush Puppies store to make a purchase. I bought 2 pairs of shoes. Total cost R2200.00. Sales lady i dealt with was Mbali.

On the 10/03/2017 i wanted to wear the one new pair to work and was horrified to find that i was given a size 9 for the right foot and a size 10.5 for the left.

On the 11/03/2017 i had to go back to the store to have this rectified.
Now when i got there i dealt with Noukuthula and the store manager Roger. They gave me the correct shoes however the problem now is that i had to take time out of my schedule and at my own cost.

I discussed this with the manager and he informed me that Mbali will call me and apologize and she will have to arrange to compensate me for her error.

The costs are as follows:
Parking at the mall where the shop is = R6.00
Etoll costs to the mall and back = R17.26
Running costs on my cas as per AA rates = R290.07
Total = R313.33

I had all the documentation and i gave this all to Roger and Noukuthula at the store.
On the morning of the 12/03/2017, Mbali finally called me and apologized for her mistake which i said i am thankful for. She then said that i will need to wait till month end to be compensated for my additional costs as she only gets paid on the last day. I then said thank you and she must contact me when she is ready to make this payment.

But now comes the question. What kind of a manger, does not rectify the problem themself and then deal with the staff member in question?
What kind of company enforces the staff to pay for their mistakes themselves?
What kind of company does not have an internal policy that would assist them to deal with customers that were not treated correctly, but only to try and push the blame onto the staff member?

Surely Hush Puppy shoes should have contingency plans for cases like this?

I would now like to know what is going to happen to this problem that i have encountered.
