Damaged nappies sold

Damaged nappies sold to us. More than five nappies do not have the sticking at the back of the nappy that needs to stick the front and close. Most nappies have one side of the sticking. How do you pack such damaged nappies and more than five in the pack. This is bad and need to be reported to the ombudsman. I have been trying to call since Monday to date no answer
