unable to deliver and still waiting for a refund

Kealeboga from Hotel Stay called me selling their company product of R1655 yearly, on any vacation in and around South Africa. The package included free accommodation and 50% discount on some hotel. The R1655.00 was deducted from my account. I was promised to receive the package within 5 working days that was from 02/07/2015, its almost a month I haven't received anything from Hotel Stay. I spoke to the company manager for cancelation and he promised a refund, and also stated that I have everything right to cancel according to the Consumer Act. Since the deduction I have been communicating with him(the manager) concerning my refund and he keeps on making promises. I call the company weekly to check how far are they, but I'm always told that they will give their manager my messages and but he doesn't return my calls. On the 21/07/2015 I was able to get hold of him and he again promised that the money will be in my account between the 30th and 31st JJuly 2015, but to my surprise nothing has been credited to my account. I contacted Hotel Stay again on 05/08/2015 but was unable to be assisted, I spoke to one of their consultant Ntsako. Now they are not answering my calls.
