UNPAID WINNINGS

I have not received my winnings and this is really sad because every time I call they tell me it will be resolved. I lost money and when I finally won they are delaying to pay me. They said the turn around time is 48hrs and it has passed . Is this a **** to get people's money and not pay them back? Can this be solved please.
