Available Balance Withdrawal

I having been having a good experience with hollywood nbets until now. I'm told that once you make a deposit you cannot withdraw it until you have used 55% of the deposit. I don't understand why they cannot just reverse the available balance to my account. This is utter nonsense. The call center agents were useless in resolving my query. I need someone in management to resolve this.
