So if you don't have a smart ID, you cannot be FICA compliant. So I won money but cannot withdrawal it, because their system is not compatible to anything but uploading from the selfie camera. So for those people who have no smart phone can it be explained to me how they manage to be compliant or are they ignored and their money isn't good enough.
