Unfair claim refusal

I was hospitalised from 07Feb 2015 till 11Feb2015 in a goverment hospital due to complications of cesearen operation,I send the all related paper work to hollard for hospital cash back claim and they refuse to pay.I was asked to provide hospital discharge summary in which goverment hospitals are not allowed to release due to health act.Hospital only offered me a written doctors note stating which dates I was hospitalised and released along with the doctors contact numbers for further details.I don't know where should I get that discharge summary now since I was told that in goverment hospitals they don't provide.
