Tax certificates

Every year I have to phone requesting my tax certificate for my retirement annuity and every year there is some excuse. Now I am told they have a problem and IT is working on it, when you try call them they say the call centre is closed. I have a deadline to send my tax and need my certificate. This is nonsense the tax year ends in February, it is now July and sill no certificate. They cannot have a problem for so long, if so they need to get ne IT people who know what they are ****. Last year they only sent the tax certificates in August. Something needs to be done ASAP
