Refusing to make payment

My father past away in 2011 and payment to my sisters was done in 2012 of the life cover , I had money saved for me too and my money was not paid out as I did not have a South Africa iD and now I've all my paper work and hollard people are saying they have no record of my fathers policy meanwhile two weeks ago a gentle man claiming his from hollard was constantly calling my younger sister requesting my dads ID number of which she didn't provide and all of a sudden no one has any of our information. Hollard is skamming me R25000
